Windows 9x relies on DOS routines to load ,true or false?

Windows 95 and 98 sit upon a DOS operating system. However, its not MSDOS 6.22, its a Windows 95/98 DOS environment. If you were to strip out the WINDOWS directory, then the PC will try to boot - and stop in DOS with an error. If you did the same thing to a Windows NT/2000/XP PC, then you'd get the famous blue screen of death.

win95 did, but i think win98 was the first to go without dos.
